Initializing the DTWAIN DLL

The DTWAIN_SysInitialize function is used to initialize the internal variables and structures used in the DTWAIN DLL.

Except for the DTWAIN_IsTwainAvailable function, the DTWAIN_SysInitialize function must be called before any other DTWAIN functions.
